Victor Constantinescu is a Partner in the Bucharest office and the co-head of the firm-wide Real Estate sector.

Victor is widely recognized as one of the top transactional lawyers in Romania and the wider CEE and SEE region. With almost 25 years’ experience, he represents an array of international real estate funds, developers and management companies across all sectors. He also represents clients on their market-entry into Romania or where strategic advice is required, particularly in sensitive sectors such as defence or industrial development.

He has built a reputation for efficiency and prag matism in organizing and closing transactions in the billions of EUR over his career and for building long-term relationships – skills that have earned him recognition as a top real estate practitioner for years in a row by major legal guides. In 2025, the leading CEE property publisher “Property Forum” awarded him “Personality of the Year” in Romanian real estate as voted by industry peers.

In addition to his transactional practice, he has been asked by numerous clients over the years to serve on their boards or investment committees. He also has held senior management roles in the firm, including past managing partner of the Bucharest office and past member of the firm's management committee. 

A Canada-born, native English speaker, he began his career in the United States and is a New York-admitted attorney. He is a founding member and current vice-president of CBEX, the Canadian chamber of commerce in Romania.

Real Estate

  • TWO MAJOR PAN-EUROPEAN INDUSTRIAL GROUPS on their market entry into Romania, including land acquisitions, title insurance, and regulatory and other matters (Lead counsel; currently ongoing)
  • JULIUS MEINL, a family-owned conglomerate involved in numerous business lines, including hospitality, on the highly complex acquisition of the Hotel Ambasador, one of Bucharest’s most iconic hospitality assets. The deal required navigating a frag mented ownership structure involving both share and asset components, with multiple counterparties, regulatory challenges, and intense negotiation. The transaction, though modest in size, was widely recognized as one of the most structurally complicated real estate acquisitions of the year. (Lead counsel to the family office; ongoing advice on the development of the hotel)
  • THE FAMILY OFFICE OF JULIUS MEINL on the next phase of its investment strategy, including day-to-day legal support for the hotel’s operation and planned refurbishment, the structuring and negotiation of the financing process, regulatory advice relating to urban planning, public law and heritage protection, and the acquisition of new surrounding properties to expand the footprint
